Konstitucijos Avenue runs through Šnipiškės, the district that became Vilnius's business centre after independence. Number 13 belongs to the older layer: a late Soviet office building on a street that has since filled up with glass towers around it.
Buildings like this rarely get photographed. They are not landmarks and nobody campaigns for them, which means they are usually the first to be reclad or replaced when the land around them becomes valuable — and the land here has become very valuable.
