The Urban Planning Institute of Belgrade (Urbanistički zavod Beograda) is the institution that planned New Belgrade — a recursive situation in which the building that housed the planners of a city sits within the city they planned. The institute's own building, a modernist slab in the New Belgrade fabric, is an administrative companion to the grand visions its occupants drew on paper.

Yugoslav urban planning was a serious discipline, supported by the state and given genuine resources. The institutes designed not just individual buildings but entire districts, cities-from-scratch, the infrastructure of a planned economy. Their architecture reflected their function: orderly, systematic, rational. The Urban Institute Belgrade is itself a product of the planning culture it represents — modest in scale, rigorous in construction, unmistakably of its time.
